Tech guy here, no legal expertise, but public computers are very subject to spyware, monitoring by third parties, and/or data loss (which happened.) It’s sort of like having a sensitive, confidential meeting while sitting at an open table in a coffee shop full of strangers.
Lack of operational security (It's owned by a private business that could be monitoring everything anyone does on it, plus who knows what spyware etc is loaded on to one of those?) and general clownish incompetence (anybody who's used one knows how prone they are to random logouts)
