Regarding Dick Cheney, personally. I assume most of her pandering to him comes in the form of private promises. He’s not a demographic. He’s a politician. Politicians and big donors often get pandered to in private, not in public like the rest of us.

If he’s publicly endorsing, it’s not a particularly huge leap to imagine he’s been promised certain policies in private.
