Jun Senoue's contributions to Sonic Superstars (and Sonic 4 as a whole) were composed using XPand!2 and Vacuum VST. A VST is basically a virtual synth table, so it wasn't done with a real 2612 chip from the Genesis
So that's why people found the music to be underwhelming compared to most of his other output.
