I'm partial to the idea of compulsory land escrow. In a property sale or exchange, funds and property deeds are locked for 9 months. People can move right on in. Sellers have to wait. And if there's a dispute, like a leaky home, subsidence, a meth lab, buried bodies, asbestos, then the deals off.
