It was built as an extension to it, it wasn’t the main intent behind it. The activitypub is extremely limited anyways and unavailable in eu.

I believe they are relying on AI too much for moderation. I remember Facebook times pre 2020 and it had actually strict moderation actually handled by humans. It was too strict at times but still - it at least existed

Threads is not being built off activitypub, activitypub is being implemented into it as an extra, a bridge
