A significant proportion of UK infrastructure issues is a hangover from the period maybe 20 years ago when the popular conception of a cyclist was a purse snatcher in a hoodie and so we tried to block bikes wherever possible
Sadly this is still sometimes seen in police Secured by Design advice which argues against permeability.
