I like the "make a home for stuff where it tends to end up" approach. Does dirty laundry belong in the bathroom? No. But my kid leaves it there anyway, so, hamper in the bathroom. Minimize the harm.

This is why a pot drawer in my kitchen is full of hand tools and there are power tools in the cupboard under the coffee machine.
