but it's a starting point to come to grips with the basics before you get into stuff like microtonal music or intentional dissonance with lots of modern jazz/prog music. and this is all western music theory. the frequency of the sound is just the number of times per second it hits ur ear
two notes are called the same thing if the ratio between them is a power of two. a difference of one power of two is called an octave. to put it aggressively simply, the simpler the ratios between two frequencies, the "nicer" they are, the nicer it sounds. that's very overbroad and not entirely true
but just because they are arbitrary does not mean they are solely without reason! there is ultimately a lot going on and if you try to go into it seeking to understand everything from the ground up you will not have the base knowledge necessary to understand *why* it's important knowledge
the reasons that certain music sounds good and not like random harsh dissonant noise is because of math. and fractions. it's the ratios between different frequencies that cause the sounds, and so it's not like the math is arbitrary. lots of decisions in music theory are though
