“Mixed signals” is his whole scam. Everyone who hears him can think he said something they wanted to hear because he’ll say anything.
Not just say anything, he says EVERYTHING - multiple stances and statements on issues so there’s something for everyone. As you say, they, they then hear what they want to hear.
He’s the personification of Harry Frankfurt’s On Bullshit. He says whatever he thinks his audience wants to hear in the moment. Whether it’s true or false is irrelevant.
