Some sort of chemical spill? Maybe a truck carrying a powerful, dangerous chemical crashed in the centre of town, infecting everyone with noxious fumes and needing to be harshly dealt with and sealed off ?

I do something similar - I have a single page document for myself which gives me a rough title and blurb and the aspects I'm excited about and what the story promises, like mysterious cults or dark forests, so I can keep myself rough on track (although it's fine if I veer off!)
