Oh man not long ago I had a hell of a time with Microsoft at some point breaking something with old csproj .net 4.x projects that use package reference and reference .net standard sdk style projects I think the solution was to explicitly use some sort of nuget invocation through dotnet msbuild

Oh God you can COMBINE dotnet and msbuild? Does it gain the bugs of both!?

This took me half a week to figure out iirc and until I did we literally had uncompilable projects in our codebase that were just waiting to need some sort of change someday to cause us grief - I luckily came across it when doing mostly unrelated things
