Digitisation is great for transparency and public access (and equity - as long as you have a computer and internet), but it's a real pain from a logistical and completeness standpoint. AND data security. It's a lot easier to keep people out of a confidential file room.
AND as a few people in the quote posts have said: digitisation is also fragile AF. You think a file room full of flammable, tearable, ruinable paper is fragile? Just wait for digital file decay & corruption, format obsolescence, link rot, and platform failure! Yet do they retain the paper? Rarely!
