Yes. Mostly because people are constantly trying to remove voters from the registry. And if you're not registered, you don't get a ballot. iirc, they also have different ballots if you're voting republican or democrat (in some places at least) ... which is why you need to register.

Ugh, please don’t spread misinformation. Voters do not need to register before every election. Yes, states routinely remove voters (or move them to the inactive list) and voters should be checking their status before each election but you don’t have to register each time. 1/
