Yeah, but my point is a bit different - there are a lot of transit employees who are engineers and designers, but they are used unproductively (to tweak schedules, write constant GOs, etc.). The broader point, I guess, is that *their managers* are not good, leading to low productivity.

For sure. And seems like a lot of task diversion on unnecessary things.
