4. My suspicion is that this is one reason the IDF is prohibiting the entry of foreign journalists into Gaza. There are a lot of journalists in Gaza still reporting, but they are Gazans, so if the IDF shoots them, they're Gaza Ministry of Health statistics and not international incidents.

5. In the case of Abu Akleh, it's different; the rules of engagement in the 2022 West Bank were not the same as those of 2023-4 Gaza, and she was the only person killed (another injured was also a journalist). Whoever shot her - likely the sniper who claimed it was an accident - did so deliberately.
