My friends say it is due to illegal immigrant problem and not immigrant problem: is that true in its core?

Asylum seeking isn’t illegal. The last govt didn’t process applications and their donors benefit from hotels being full of asylum seekers. The bit which I think should be seen as illegal is donors and chums benefiting from scams.
