Our primary school kid does get lunch here in France albeit it’s not universally high quality. Gouter (afternoon snack) is done by parents at least here, not the school.

Yeah the goûter has just been added in this area this term. Hopefully it will get rolled out everywhere. The meals are exceptional quality here (44). Also I had a tour of this school's kitchen and it's better equipped and a higher standard of hygiene than 2-Michelin star kitchens I've seen!
