A DS9 writer did tell me that after Andrew Robinson decided to play Garak like he was trying to fuck Bashir in his first appearance, the writers decided to intentionally lean into the dynamic.
Strong Acting Choices getting the respect they deserve
I have also heard this and it really makes me wish there were follow up episodes to the James Bond Bashir episode because it was the best dynamic.
