Policing is more about controlling social order than fighting crime these days. Disruptions are bad for Business, er, I mean “the collective good.”
Similar arguments used for forcing people back into cars/commute into downtown business districts. The collective good means buy your lunch downtown and rent office space -- instead of working from home. As defined by CHAMBER OF COMMERCE
