Does he think the shape of his ratings in opposition reflect something more deliberate than “mirror image of a government that had a triumph on the vaccine rollout then careened into hell”?

I mean I’m sure he thinks (correctly) he got better at the job - what I mean is was there an expectation/strategy as LOTO that his ratings would drop at first then recover
