IPCC summaries are negotiated by countries BUT controlled/approved by IPCC scientists = summaries reflect the longer report ie. the scientific literature

True! But 3am for me is noon in Dubai so I think it's a pretty good compromise between missing morning negotiations (and not waking up too early) and still being able to follow late negotiations 🤷🏻♂️
