BTW you don't get to choose your titles for TED talks! I don't think our brains 'make up reality' in the sense of the title. Rather, our experience of what is real can be considered as an aspect of perception - another kind of inference.
I think veridical perception is tricky to make sense as an ideal, but illusion can be useful, connoting a systematic deviation between subjective perception and its causes *when both are commensurable* in the relevant way (e.g. length in Muller-Lyer).
I have said 'hallucination is unconstrained perception' but you're quite right, it would be better to say that hallucination as less constrained, or differently constrained perception
