It was when prison guards noticed that the letters, books and newspaper received by inmates were being licked, sucked and chewed, they suspected passive fentanyl exposure, even toilet paper rolls were disappearing, but the guards were use to that because that's how the roll up and smoke crack.

100% in pediatrics (PICU/CVICU/CCT) we used fentanyl starting decades ago and spills happen and have had spilled on me at least 100 mcg on more than one occasion with NO ill effects We used to multi does out of vials and stoppers will fail even with gloves spilling it down your arm

Making the case for the opposition, paper is a very good method of conveying drugs in to prisons, so I'm not totally opposed to measures such as scanning and photocopying mail (the prisoner still gets a copy of it), although even that has an isolating effect. More needs to be done on reducing demand
