Is there any explanation for why his photo isn't done with a flash like all the prior co-conspirators? It looks like a light was placed above and to the side of this head and then he tilted his head forward a bit and to get that half in shadow look.

Looks like the same shitty lighting to me. His massive combover catches most of what gave everyone forehead shinies.
