As EU guidelines usually are to be translated into national law for each member state, it is highly possible that Czechia actually allows it, but no other EU nation would let that thing in.

Certainly possible, albeit it might be a different matter if the national regulations of Czechia comply adequately with the Directives regarding road safety. That's for the EU Commission to figure out, though.
