You still seem to be putting the onus on the kid riding responsibly rather than the motorist driving more carefully. The primary reasons cycling is safe in NL are infrastructure and weight of numbers.

Class 2 has a throttle, am I right? In Europe, that's a moped and requires a license and insurance. Better that way.

I don't see it as an either/or. I think MaaS Apps have their place (I work for one, so I would say that) but MaaS needs to be seen in a broader context. For e.g. I see little point in making cycle hire cheaper & more available if there is no cycling infrastructure.
