It seems like the last few months has been non-stop “that’s the last straw, I’m leaving that Twitter/X hellsite” but pretty much everyone stays and keeps on tweeting.

I suspect like new year resolutions/matters of basic personal discipline - people who make the conscious decision just try to do it and then there's people who making the declaration was the intent and not actually concrete behavior modification.
