ps - putting it in the plural changes things. I competely accept that only courts make judgments, plural, but individuals or in this case public bodies exercise judgement or judgment, with or without the e.
But this is not a law journal. This is lawyers and others posting their views on BlueSky.
I have worked as a proofreader, and some people quite legitimately always spell it with no e, even in a context with no legal element.

I think "judgment" is quite correct in a legal context - as here - although "judgement is more usual in UK usage. (I think US and maybe Oz spelling has judgment with no e, too)
