Mark Rutte has done more than only forming a coalition of European countries that sent 42 F16s to Ukraine, Edward. After the MH17 he also insisted that the EU took economic sanctions against Russia. It took a long time before the Americans authorised the F16 deal b/c they were built in the USA.
Apart from this the Dutch army commander has said that Ukraine can use them to strike deep into Russian territory.
