This view is naive and cynical at once. Lincoln famously navigated public opinion to lead without getting too far ahead of public opinion. The bully pulpit only gets a leader so far. The rest is largely about timing.
In my lifetime I hope to see one D candidate for President say, on record, "No I will not be working with Republicans, their policies are bad and wrong for the American people, to say nothing about the increasing numbers of white supremacists and criminals that make up their caucus."
