Respectfully, if you don't assess whether the change will have second-order effects that lead to different deaths, it's hard to say. Remember when DOT proposed then abandoned req'mnts to pay for infant airline seats? Parents would drive more, and deaths would actually increase.

Spoiler alert: your mayor will not.

...that's so not the Trolley Problem and people are abusing the Trolley Problem the same way Alanis Morissette abused the word "ironic."

It's often not even actual time and convenience sacrifices, just the perception of inconvenience!
