Seems like the "cash grab" objection comes from people who believe that drivers are automatons who cannot modify their behavior, when in fact, getting a ticket or two does, in fact, incentivize people to slow down to avoid getting tickets.

Or people that had to drive through towns that had to disband their police force because they had illegal ticket quotas and extreme speed limit changes, and think automating that with no other safeguards is a bad idea.
