(I didn't get paid to poke 'em that decade, but was playing with them. Even mainframes have gotten smaller! Although the 360 the local college got as a hand-me-down tax-write-off from an upgrading grocery chain HQ was pretty darn small by '70s standards, I didn't get to poke it, IIRC.)

"Compact" has always been relative!
(part of the problem being misusing Constitutional amendments in the first place, and whatever malfunction made that seem sensible in the first place.)
I am *not* criticizing your dubiousness; I do see your point. However, making it easier for a plebiscite to screw up the state constitution than for the legislature to fix it seems problematic as well. (And people get upset if it's too hard to get things on referendum.)
OTOH it's arguably better to have 50%+1 with a larger than normal quorum.
There is an argument that Constitutional, Basic Law, or Bylaws Amendments should be harder than merely passing Laws, Standing Rules, etc. So say 60% to Amend or Repeal Amendment thereto.
