Can you put a cat flap door in your garage door? Upstate NY gets pretty cold in winter. Maybe find a college student who lives somewhere they can have a cat?

The cat shelters inside the garage are insulated in a way to prevent frostbite if it gets as low as -30F. Plus I provide heat discs. Materials proven use with homeless human populations (I have experience in that area.) I am doing the best I can.

The garage door is permanent up. It is broken and not able to be repaired without major structural work. All rentals in this area are no pets, which is why I bought the house. I have not been able to find any pet friendly rentals to move to escape the neighbors injuring us.
