I think chances are they saw bolt guns before, but what the Emperor made was different than those hence "progenitor of its kind"

Considering the description is through a Custodes memory it is likely that the Custodes was there when it was made

all bolters. This also ties the Imperial Bolter into a religious icon for the Ministorum and explains why they would prioritize it so highly as a weapon for the Sororitas. Just my own theory of course. 6/6

This works especially well for how the language of Gothic is actually rather vague at times allowing the Imperium to control the meaning rather easily. Consider Promethium which accounts for any flammable liquid regardless of composition or use. So Big E invented the Imperial Bolter but not 5/
