I feel like there would be a more explanatory narrative to be written if you treated control of congress as the main character of "US History" rather than the president.

To say nothing of: people might ascribe responsibility for government action where it belongs.

At this point and at least since 2000 you would really have to point to control of SCOTUS as well. Bush v. Gore Citizen’s United Shelby County Dobbs Chevron Trump immunity Etc. That has remade our nation more comprehensively then any cumulative set of actions by Congress over the same period.

Not wrong but a big part of recent history has been the president assuming powers as a result of Congress being absolutely unwilling to do their jobs.
