I guess you could argue that "seeing beta lickilicky now wouldn't be harmful because it exists already". But like, we saw Blastoise was not originally the evo for Wartortle. So imo these things can be recycled / used for other pokemon / used for megas or regional variants down the line. I get it.

I think a big factor is also these concepts get revisited. We have now seen 3 beta designs for Lickilicky and Tangrowth dating back to gen 2. It eventually was brought into the world. Sometimes things just need to be shelved and ironed out later with a different perspective.
