It, like other thought terminating cliches, conveys the information "I am not interested in discussing this anymore." This isn't necessarily a bad thing either. It's sort of like the serenity prayer, sometimes it's more important to focus on what's next instead of why.

One of the tests involves placing a foam square over the drain and testing the pull force to remove. Compliant covers tend to be convex, making it hard for a strong seal to form.
