It's a serious take because what they actually mean is the Jews, not the left. A lot of conspiracy theories start with antisemitism; controlling the weather is antisemitism start to finish.

I like the idea that one of the wealthiest men in the world and an oft-cited “genius” owns the place but apparently he can neither do anything to stop “them” from controlling the weather nor is he party to claimed control.
