We're learning that Russian nuclear missiles are ineffective as a deterrent against Storm Shadow use. It makes me wonder how that might change Putin's "thoughts" about "not using" tactical nuclear. I think Storm Shadows are a game-changing unexpected surprise for Putin. How will he respond?
