Asheville is in fact an abject lesson in respecting the FEMA map and adhering to the development restrictions of ASCE24 for floodwaters. Had the maps for 135years. We know where hundred year floods are going to happen. Best time to stop building in the floodplane was 1889. Next best time is NOW.

Agree, once the immediate emergencies are dealt with, rebuilding needs to be done thoughtfully and deliberately. We have had floods in these mountains all along, time to recognize it's only getting worse now and address that.
