Yes! Rural internetification & decentralized work *could* move some populations to towns in NE & rust belt with less flood risk that are fading, but those towns are experiencing more hot AND cold wave events.
All cities pipe water. NYC has been subsidizing water pipes in from upstate since before gas lamps.
We do need to find ways to help people living in unsafe areas to move, and that's been a need *everywhere* and since the 1980s.

Sports worship also has its equipment & coach costs, less, thankfully, in community colleges than state schools. But the equipment to teach vocational programs isn't free either. And when you realize that no college is collecting full sticker price x enrollment...
State funding has declined a LOT. For employees who are full time, the costs of benefits have shot up too. rule of thumb is the cost of an employee now is 2x salary, primarily because of health care benefits.
