Republicans would like nothing more than to erode confidence in the USPS to privatize it. One of the goals of the USPS is to charge as little as possible, bringing the prices down for other delivery services. Even if it makes losses, USPS saves us money by making delivery much cheaper.
Also it keeps losing money because of the onerous requirements put on it by Republicans.
No one expects the federal highway system to break even.

Also, it wasnt a 'turnaround plan.' Trump got a guy appointed whose goal it was to gut the USPS so the company he owned could provide more services for the USPS.
