As I understand it Bluesky itself is not decentralized, the ATProtocol it runs on is, Bluesky is just an app that runs on that protocol. I don't think it is as simple as Mastodon for just spooling up your own little piece of it though. I could be wrong of course.

Adding on as well that Federation hasn't actually been implemented yet, otherwise there would definitely be other backends online by now.
