Interesting, but the NHS/health examples aren't really generalisable because most civil servants are generalists with very limited technical knowledge regarding how to "solve" problems in this year's area of management.
True up to a point. But expertise can be developed and trusting "subordinates" is something that can be encouraged. More junior civil servants often stay in post longer.
