My bloop was less about Paul and Numpty, but more about the city's project management process. If reporting is that onerous for staff there is a governance issue. If there was a robust and thoughtful governance structure, it shouldn't take more than a couple hours to pull together an upgrade.
Sounds like a project management governance issue. Regular project reporting should not be an onerous task for a PM.
