I was in the room when James Cappleman said that affordable housing could be done cheaper if the union requirements and women and minority owned business (WMOB) requirements didn't exist. Never occurs to them to cut the layer of fat going to the political class through markups (developers).

Cappleman added the weasel words that of course he didn't support getting rid of union requirements or women and minority owned business (WMOB) requirements for affordable housing, but he was using his position leading the discussion to introduce the idea to derail what activists wanted.
