Big ethical/consititutional concerns aside, if this gets through state procurement as a single-source item unchallenged somebody should lose their job. [Also, the Satanic Church should produce a Bible that meets exactly these criteria but includes other texts and costs...$1 less per book.]

I did a training a couple of years ago to evaluate buildings post-disaster- they spent a lot of time assuring us that we would be going in a well after the emergency responders and searchers. It's a long process.
