Surely no Governor would decline federal aid for purely partisan reasons! Surely no Republican congressperson would take credit for infrastructure spending, despite having voted against it, without breathing a word about Democrats

I do think Republican resistance to disaster aid generally is a kind of opportunity to go over the top, demanding far more aid than you would normally and blasting Republicans who try to cut it back.
