There are arguments to be made in favour of keeping the leader of the world's second largest nuclear state alive, even at the cost of American lives, at a time when the future of the world is hanging in the balance. I don't agree with your point, but even if I did: you're talking about keeping one person alive/healthy. How many testing machines do you think they needed for that? Surely giving Putin one personal machine for him and his cronies is not the problem.
